Capes are rare. Unlike skins, you can't just upload a PNG — official Minecraft capes are tied to your account and handed out by Mojang in specific situations. Here's what actually works.
If you moved your account from the old Mojang system to a Microsoft account and completed the migration, you got the Migrator Cape automatically. Migration closed in 2023, so this is no longer available to new players.
Every Minecon (now Minecraft Live) came with an exclusive cape for attendees or viewers. These events have included:

Mojang has run Twitch Drop campaigns tied to Minecraft Live and other events. You watch a partnered stream for a set time and the cape links to your Microsoft account. Follow the official Minecraft Twitter/X account or minecraft.net to catch the next campaign.
Optifine is a Java Edition mod. It has its own cape system — you pay a small fee (around $10 USD) at optifine.net and customize a cape that's visible to other Optifine users. These capes only show to players running Optifine, not vanilla Java players.
On Bedrock Edition, some character creator bundles include cape-like cosmetics. These are in-game only and don't transfer to Java.
If you want to design a custom cape and preview it with your skin, cape-maker tools let you do that.
